ESPO contribution to the public consultation on the draft FuelEU Maritime Implementing Regulation on identifying neighbouring container transhipment ports

07 February 2025

The European Sea Ports Organisation (ESPO) supports the FuelEU Maritime Regulations goal of decarbonizing shipping but remains concern that it creates risks of carbon and business leakage. The rule excluding non-EU transshipment ports from ports of call status is seen as insufficient, as it still places EU ports at a disadvantage, allowing shipping lines to reroute through non-EU ports to avoid compliance costs. ESPO therefore proposes a number of measures to better prevent evasion. More details can be found in the attached ESPO response to the Commission’s public consultation.
